| 李光賢於42.3.26出生,現居高雄。成功大學機械工程所(73-74)。自68年起任職於中國鋼鐵股份有限公司。主要工作經歷為參與中鋼二.三.四階建廠工程。其中於89-93年參與高雄捷運BOT工程,現於台中協助中龍鋼鐵公司二期擴建工程。 Born March 26, 1953, currently lives in Kaohsiung, Mr. Lee received his master degree from the Department of Mechanical Engineering, NCKU in 1985. 承蒙中鋼公司長官杜金陵企劃部門副總指示,要我將最近承辦的高雄捷運BOT案及中龍C57設備購案兩個專案整理,參加ITPM主辦的2010年第一屆華人十大傑出專案經理選拔,再承蒙於執行專案時的長官宋志育工程部門副總及劉克強總經理特助的推薦,讓我有機會得到此榮譽。
得獎肯定中鋼公司專案管理領域上的精進,也肯定個人認真熱忱執行的努力。
我參與中鋼擴建及高雄捷運等專案工程歷時三十年,中鋼的專案都如期、如質並在預算內完成,歸功於有系統、認真的規劃能力及執行力,這些成績在社會上有正面的評價。為精異求精,公司對美國專案管理協會制定的專案管理方法,覺得它是有系統的、科學有效率的,值得引用的管理工具,故已於公司知識管理委員會內成立專案管理組,將建立專案管理資訊系統,以利於專案的執行且將知識作有效之管理並傳承經驗,提升公司營運績效。

李光賢民國六十五年畢業於逢甲機械系,於民國六十八年進入中鋼服務,七十三年至七十四年就讀成大機研所,取得證照有:品管工程師(公共工程委員會)、安衛工程師(勞委會)、專案管理師(美國PMI)。曾參與中鋼二、三、四階段的擴建工程及高雄捷運BOT工程,從事專案管理工作三十餘年中,所有工作大都按計畫如期、如質在預算內完成。工程執行發生不少有趣的事,其中,較令我難忘的有下列兩件事情: I, Lee ,Kuang-San, graduated from the Mechanical Engineering Department of Feng-Chia University in 1976. In 1979 I joined China Steel Corporation (CSC). Between 1984 and 1985, I studied Mechanical Engineering at the graduate school of Cheng-Kung University. Upon graduation I was awarded certificates including: Quality Engineer (Public Construction Commission: PCC), Safety & Hygiene Engineer (Council of Labor Affairs: CLA), and Project Management Professional (PMI). I participated in stages II, III, and IV of the CSC Expansion project and in the BOT project for the KaoHsiung MRT. My project management career spanned roughly 30 years and, over that time, most of my projects were completed on time, and within all quality and budgetary constraints. During my career, I saw many interesting events. Among these, I would like to mention two here:
一、 被判不合格的廠家前來公司理論。 Resolving a Dispute with a Disqualified Supplier 有一個奧地利的廠家前來參加小鋼胚表面處理設備購買案,某日,該公司高級主管前來公司向部門副總經理抗議,為什麼將他們判定不合格廠家並要求賠償。副總交代處長去處理,處長要我去處理,當時我三十六歲,是該案的主辦工程師。見面時,已是午餐時間,我先帶他到明邦廳用餐,我一直想介紹中鋼的近況,但該貴賓一直沒興趣聽,在吃前菜的時候,他按耐不住就責問:為什麼將他的公司判定不合格?我只有被迫停止用餐,很明確地向他說明不合格的主要原因,就是我方要求的小鋼胚輸送速度要每小時六十支,而他們提供的設備僅達每小時四十支。其解釋該能力已夠現有四台研磨機使用,但對於該購案,我們考慮未來擴充至六台研磨機,該需求很明確的寫在邀標規範書,且技術規範澄清會議也向該公司說明。但該公司為壓低成本,不願更改其設計,無法滿足我方的規範的需求,故在本案將其判為不合格。該貴賓聽完說明後,不再發問,開始用餐。於下午兩點向副總握手告別。我圓滿擺平此抗議,歸功於完整的範圍管理 In one purchasing project, we were sourcing billet steel surface finishing equipment. An Austrian vendor participated in the acquisition process, but was disqualified. One day, a senior executive of the vendor came to our Vice President to complain about the disqualification of their product and to request compensation. The Vice President asked a Director to handle the matter, and the Director passed the task on to me. At that time, I was 36, and was the Responsible Engineer for that project.
We met at lunch hour, so I took the Austrian VIP to Ming-bong restaurant for lunch. I tried to outline CSC's current situation for him, but he was not interested. He couldn't contain himself and, before we were finished with the appetizer, he asked: “why disqualified my company?" I stopped eating and clearly explained our position to him. His company was disqualified primarily because his product was out of spec. Our specification clearly required a billet steel transfer rate of 60 units / hour. However, their equipment had a maximum transfer speed of 40 units / hour. In making their proposal, they had explained that this capability was sufficient to support the 4 grinding machines currently in place.
We had written our specification to allow for future expansion to 6 grinding machines, however. Because of this, the 60 units/hour requirement was specifically written in the
