| 王文正於1998年獲得國立中央大學資訊工程研究所博士學位,而後進入中華電信研究所從事電子簽章與加密技術的研發,於2009年轉調至中華電信數據通信分公司擔任專案經理,完成了「工商憑證全面核發與設備更新計畫」案,目前則於中華電信數據通信分公司擔任PKI資安產品總監。
Dr. Wang received his doctoral degree of computer science & information engineering from
National Central University in 1998. After graduation, he worked in the R&D at
Telecommunication Laboratories, Chunghwa Telecom Co., Ltd., on electronic signature and
encryption technology. Then he was transferred to Data Communication Business Group, Chunghwa Telecom Co., Ltd., as project manager in 2009, where he accomplished the “The
Project of Full Issuance and Equipment Renewal of Industrial and Business
Certificates”. Now he is the PKI information security product general director, Data
Communication Business Group, Chunghwa Telecom Co., Ltd. |

首先,要感謝社團法人台灣國際專案管理師協會舉辦這個非常有意義的選拔活動,以往台灣甚少有針對專案管理人員的表揚活動,此次能夠在這個舞台上競逐華人十大傑出專案經理人的榮譽,相信所有獲獎的專案經理都和我一樣,感到所有為專案所付出的辛勞,在精神上都有了最完滿的回報。這是第一屆,期待此選拔活動將來成為華人專案經理人的「奧斯卡獎」。
此次我參加選拔的專案代表作是「工商憑證全面核發與設備更新計畫」,這是我由研發單位調職到業務單位後所承接的第一個專案,能夠獲獎對我而言是信心上的一大鼓舞。此專案的規模龐大,但時程僅有半年,確實是一大挑戰,而能夠順利完成此專案,要感謝的人真的太多了。特別要感謝公司長官的器重,在我職業生涯中,不斷地賦予我一些具有挑戰性的工作,並從旁教導我培養每一階段所需的能力。說真的,公司長官的器重,願意委以重要工作,而我則由完成這些工作來獲得成就感,這樣的正向循環一直是我在職業生涯不斷成長的來源。此專案的順利完成,也要歸功於公司近年來對於員工專案能力的培養不遺餘力,提供了一個堅強的專案管理與執行團隊做為後盾。專案的完成,當然也要感謝專案成員的努力不懈與專業表現了。
最後,最想感謝的就是我親愛的老婆了,在我執行專案工作期間,每天下班回家的時間是越來越晚,老婆除了要上班之外,回家還要擔起所有家務與照顧小孩的工作,使我可以全力投入專案工作,因此這個獎要獻給我我親愛的老婆。

當主辦單位來函要我寫一篇文章分享得獎人「成功背後的動人故事」,原本我想到的是要描寫一個在南投鄉下貧困家庭出身的小孩,如何經過用功讀書獲得博士學位、努力工作而得到公司重用、以致於到完成具挑戰性的專案而得獎的故事。但是想到與這比起來,一個招募一百多名市井小民組成執行團隊而完成一個複雜專案的故事,應該更令人動容。 My original idea for an article about the "touching story behind success" was to write about my personal life - a poor country boy from Nan-Tou who studied and worked hard, eventually accomplished a very challenging project and received the prize in project management.On further consideration, though, I thought that the stories of the more than a hundred"regular Joes" who formed a team to complete a complex project would be more intriguing and compelling.
擔任「工商憑證全面核發與設備更新計畫」的專案經理,對我而言是專案工作生涯中一個非常特殊與難忘的經驗,本案6億多元的經費係來自於政府「振興經濟擴大公共建設特別條例」所編列之特別預算,由經濟部公開招標,委託中華電信執行,專案的目標是要全面核發工商憑證IC卡給企業,促進政府機關與民間企業間採用e化作業,節省社會成本,提升國家競爭力,並透過e化作業來節能減碳,此宏觀的目標對於社會整體的效益自不在話下,這個專案最特殊的地方是,經濟部官員特別叮嚀,本案在執行過程所購買的設備及聘用的人力,也要符合特別預算之振興經濟與擴大就業精神。另一個特殊性是,由於振興經濟特別預算有規定的執行期限(要在短期間注入政府支出來刺激金融海嘯後的民間經濟),本案的時程由98年6月19日簽約到98年12月31日截止,僅有半年的執行期間,而要完成向民間採購設備與材料、設置發卡中心、80多萬張工商憑證IC卡的製卡與寄發等大量的工作。 "The Project of Full Issuance and Equipment Renewal of Industrial and Business Certification" was a special and unforgettable experience for me, and one of the highlights of my career as Project Manager. The 60-plus million Yuan funding of the project came directly from the special budget allocated by the "Special Ordinance To Expand Public Works as Economic Stimulus." Selection was by open bid to the MOEA, and executed by the China-Telecom. The goal of the project is was to issue an electronic version of the Industrial and Business Certification to businesses with the objective of promoting electronic transaction among governmental agencies and businesses. We were out to reduce social costs, improve national competitiveness and achieve carbon reduction; providing the society with huge benefits at many levels.
The project was unique in the following ways: first, the equipment purchased for the project and the manpower employed had to adhere to the guidelines for stimulating the economy and improving employment; and second, the project had to be accomplished in a very short time due to the stringent requirements of the special budget (so as to stimulate the economy with short-term government funding after the depression). It was only a six-month project, dated from contract signing on June 19th, 2009 until completion of the project on Dec. 31st, 2009. During this time, however,a great deal of work had to be completed, such as purchasing equipment and material,setting up a certificate issuance center, manufacturing more than 800,000 IC copies of Industrial and Business Certificates, and issuing those Certificates.
因為這些特殊性,本案除了製發卡系統研發與流程規劃交由中華電信研究所的專家來負責、專案管理工作由中華電信數據通信分公司專業的專案管理團隊來負責之外,本案之製發卡人力特別透過政府職訓及就業輔導網路招募約150名短期就業人力,而且指定以失業中、待業中或剛畢業的人口為優先。由於IC卡的製發有其專業性,有些朋友聽說我們招募失業的弱勢人力或剛畢業無經驗的學生來執行製發卡工作,直覺反應都是問我這樣會不會增加專案失敗的風險。但這個專案的經驗揭示的是,只要能夠讓這些人員 |
