| 李珠串自民國81年進入中華電信研究所服務迄今,經歷策略規劃、軟/硬體系統研發以及網路規劃設計等相關專案工作,94年獲得中央大學電機工程博士學位,90年及97年獲得所內模範勞工以及傑出服務人員殊榮,98年參與ITPM號召之 88水災災後重建WBS專案計畫志工工作,現任計畫副經理。
Dr. Chu-Chuan Lee has been with Chunghwa Telecom Laboratories since 1992, and has been working on projects such as strategic planning, hard/software R&D, as well as network planning and designs. Dr. Lee got his Ph.D in Electrical Engineering from National Central University in 2005. Dr. Lee was also awarded with model employee and outstanding service award in 2001 and 2008, respectively. In 2009, Dr. Lee participated in as a volunteer in the WBS rebuild project after the flood on August 8th, and is currently the deputy manager of the project. |

感謝台灣國際專案管理師協會所舉辦的十大傑出專案經理人選拔活動,讓我有機會檢視與整理過去工作上的相關成果與它們的價值。
若將中華電信網路與服務導入IPv6通信協定的整體工作比喻為一個大造船計畫,則本次參選的「IPv6發展白皮書」專案就如同一個規劃與設計龍骨的工作,規模與比重雖小,但影響卻是深遠而廣大。
本專案的利害關係者非常多,而且不同的利害關係者均有不同的需求、期望與看法,如何讓專案目標與成果滿足不同的利害關係者期望是本專案執行時的第一個挑戰。此外,本專案是以虛擬團隊方式運作,本部只有一位同仁與我,其餘的成員均散居各單位甚至不同地理環境,如何如期如品質如範疇的順利完成任務是本專案的第二個挑戰。
衷心感謝中華電信研究所涂元光所長在總公司規劃處處長任期內對此專案的支持,感謝數據分公司鍾福貴協理與總公司陳錦洲科長對我在IPv6相關工作的重視與提攜,感謝電信研究所張光耀副所長、朱榮華副所長、陳向明主任與鄭玉鉅經理在平時工作上的照顧,亦感謝同仁曾家偉兄的情義相挺。在整個專案的執行過程中包含了許多同仁的協助與共同努力方能竟其功,謹在此表達心中最誠摯的感謝之意。

If compare the work on “Implementing IPv6 protocol on Chunghwa Telecom network and service” to a giant ship-building project, then the nominated “IPv6 Development White Paper” project is like the planning and design of the keel – it is a small portion of the whole, but its impact is huge.
There are many stakeholders in this project and they have different needs, expectations and perspectives. Our first challenge was deciding how to rationalize different stakeholders’ expectations with the project goal. In addition, the entire project was operated by a virtual team; with me and another colleague at headquarters and others from different units at various locations. Our second challenge was deciding how to complete our tasks on time, as given the quality and the scope we were dealing with.
I really appreciate the support of Tu, Yuan-Kuang Director (Telecommunication Laboratories, Chunghwa Telecom, at that time, he was Director of headquarter planning division), and thanks for the recognition and mentoring on IPv6 related work from Chung, Fu-Kuei VP of digital branch office and Chen, Chin-Chou Section Manager of headquarter, and Chang, Kuang-Yao Deputy Director, Chu, Rong-Hwa Deputy Director, Chen, Shiang-Ming Supervisor and Cheng, Yu-Cheu Manager from Telecommunication Laboratories, Chunghwa Telecom, and the heartly support from my colleague Mr. Tseng, Chia-Wei. My most sincere appreciation goes to all my colleagues - whose assistance and collaboration during the execution process made the project a success.

| 林立千於1997年獲得台灣大學化學工程碩士學位,同年服務於中鼎工程股份有限公司,並擔任環境工程執業技師,曾參與國內數座焚化爐建廠統包工程,代表性專案為泰國PTTUT 汽電共生廠Center Utility Plant 1 第四及第五期建廠統包工程。
Mr. Li-Chien Lin was awarded with Masters degree in Chemical Engineering from National Taiwan University in 1997, and started his career later the same year in CTCI corp. as an Environmental Engineering Technician. He was involved in several general contracted construction projects of incinerators in Taiwan, and the most significant project management achievement has been the Stage IV and V General Contracting Construction of the PTTUT Cogeneration Plant (Center Utility Plant 1) in Thailand.

本次能夠獲選2011第二屆華人十大傑出專案經理,首先要感謝主辦單位台灣國際管理師協會舉辦這項選拔活動,使得本人能獲得這項殊榮。此外,對於公司各級長官的勉勵與指導,參與本案同仁的努力,以及各供應商及協力施工廠商的配合,使得本專案團隊能夠圓滿完成這個專案。
本次參選活動,承蒙業主PTTUT總經理Khun Wisnu及協理Khun Kowit,以及公司各級長官撥冗撰寫推薦函,除對本人及專案團隊的執行結果及應變能力表示肯定,亦對本人獲得殊榮具有加分的效果,在此一併誌謝。
專案管理的目的,是花最少的錢,在最短的時間內,把該做的事做完。由於CUP1各期工作時程重疊,設計、採購、建造及試俥各單位的工作輪替進行節奏極為緊湊。因應專案的特性,本專案團隊成員分布在台北辦公室、泰國曼谷辦公室及泰國羅勇府工地,溝通對象除泰國的業主及顧問之外,尚有全世界各地的供應商及泰國當地的協力施工廠商,跨國間即時的溝通協調及控管極為重要。因此,本專案團隊著重於專案內整合、溝通及風險管理的工作,使得各期工作重疊狀況逐一克服。專案執行期間,感謝所有團隊成員,任勞任怨的執行計畫所賦予的任務,使得本專案能夠如期、如質、如預算完成。

The goal of project management is to spend the least money within the shortest time to do what needs to be done. The overlapping timelines of the design, purchasing,construction, integration and testing phases of CUP1 required the compression of schedules and critical coordination. Success required instantaneous multinational communications, coordination, and controls. Due to the unique characteristics of the project, we had team members located in Taipei, Bangkok, and at the worksite at Lo-yung-fu. We had to communicate with our clients, consultants and local factories in Thailand as well as with suppliers throughout the world. Our teamwork and communications allowed us to achieve the integration and risk management to overcome the barriers of overlapping project phases. I want to thank all of the team members for executing the project enthusiastically so that we could complete the project on time and under budget with exceptional quality.
Lastly, I want to thank my parents and my family for their support, and my wife for her understanding so that I could throw myself completely into the project without worrying. This honor belongs to all of you.

| 林榮賜,1998年國立交通大學資訊工程研究所博士,曾擔任中華電信研究所副研究員、專案計畫經理、網路維運技術研究室主任,與中原大學電機系兼任助理教授;現任中華電信公司網路處副處長。主要致力於資訊系統開發應用、整合網路管理、維運技術精進與作業流程簡化等,近年來則負責新一代電信營運系統開發演進與系統整合,及網路架構演進等專案管理工作。
Dr. Rong-Shy Lin was awarded the Ph. D. degree in Computer Science and Information
Engineering from National Chiao-Tung University in 1998, and has the experience
through various positions, such as Associate Researcher in Chunghwa Telecom
Laboratories, Project Manager, Director of Network Operations Technology Lab,
and Adjunct Asst. Professor in the Department of Electrical Engineering at
Chung-Yuan Christian University, and is now the Deputy Senior Managing Director of
the Network Department of Chunghwa Telecom. Dr. Lin's past research areas included
the development and application of information system, integrated network management,
the improvement of maintenance and operation technologies, as well as simplification
of network operations procedures. In the recent years, the focus of Dr. Lin has been
managing projects in the area of the R&D and the new generation operations support
systems, as well as network architecture evolution. |

很榮幸能獲得ITPM台灣國際專案管理師協會所頒發的這個獎項。首先要感謝主辦單位的用心與評審委員的青睞。由於ICT科技的成熟促使人與人的交流溝通比以往更為簡便頻繁與多元化,也激發了人們對美好生活方式有更多更高的期待,而專案計畫的執行也比以往需要更多角色的參與、更有效率的快速合作、更機動彈性地來因應複雜多變的競爭環境。在這樣的時空背景下,ITPM透過主辦傑出專案經理獎項的選拔,來激勵在許多崗位上孜孜不倦、努力精進的專案經理人,更顯得意義非凡。
從個人此次參與新一代營運系統與軟體演進計畫之實際經驗來看,再再驗證專案管理的重要性。由於本計畫涵括數十個重要的電信營運系統之合作與演進,執行所牽涉之組織人員龐大、項目眾多、流程複雜,為精準計畫管理與提升執行效率,就需要藉助專案管理的系統化方法才有機會達成。透過本專案執行過程的反覆琢磨,也提供給個人一個實務試驗相關管理技術的最好機會。

First I would like to appreciate the insight from the hosting organization and favorite remark from the reviewing committee. Due to the development of IT, inter-personal communication are more frequent and easy than ever, which also inspired people to expect more on the better life style. The execution of project requires more participation and more efficient, prompt collaboration, and more flexibility to handle complex and changing competitive environment. For all these contexts, ITPM inspired several hard-working project managers through hosting this TOPM activity, really means a lot.
Since I participated this new generation operations support systems and software evolution, this practical experience validated the importance of project management. This project involved collaboration and evolution for several important telecommunication operation support systems. So many organizations, people, items, and flows are involved. To precisely control the project and enhance the project execution efficiency, it required systematic methodology from project management to achieve the target. Through the project execution, it gave me the best opportunity on practically trial on these management techniques.
Thanks to the supervisors for granting me this challenging opportunity to develop myself, and giving me guidance when the project came to a bottleneck, your firm support is the key for this project can breakthrough all these troubles. I would like to thank those partners who participated this project for past few years, your proactive participation and selfless teamwork worth my highest respect. | 洪進福是1991年中央大學資工所碩士,而後進入中華電信研究所從事資通訊技術與服務研發,專長是資訊系統、行動加值開發與專案管理,期間並於中央大學資工所博士班進修,在資通訊科技領域有豐富經歷與研究成果,並完成多項知名的emome與Hami行動加值服務專案研發,目前擔任中華電信研究所研究員兼計畫經理,致力於利用創新技術與專案管理能力,創造「為了你 一直走在最前面」的客戶價值與感動服務。
Mr. Chin-Fu Hung was awarded with master's degree from Department of Computer Science and Information Engineering at National Central University, and has been with Chunghwa Telecom Laboratories since 1991. His special fields of research are Information System, Research in Mobile Value-Added Services, and Project Management. During his service, he has also furthered his studies in the Ph.D. program in the same department at National Central University, with significant experience and research done in the area of information and communication technologies, and was credited with several well-known research projects in mobile value-added services, such as emome and Hami. Mr. Hung currently holds position as both researcher and project manager at Chunghwa Telecom Laboratories, and is dedicated in creating the "at the forefront, just for you" value for customers, and great services experience through the use of innovative technologies and project management. |

此次參加選拔的專案代表作是「Hami書城電子書創新服務平台研發專案」,能夠獲獎,對我而言是一大鼓舞。我認為,如果以PMBOK的專案管理素養為標竿,我與「傑出專案經理」仍有極大努力空間。在執行專案時,只是始終堅持一心一意把專案做好的決心與態度,並且將這樣的熱情與態度,擴大影響到參與專案的夥伴。事實證明,我們做到了,這個專案的產出也榮獲「99年經濟部產業創新成果表揚系統/產品創新獎」。

"Hami book store e-book innovative service platform R&D project” can win the recognition,to me is a great encouragement. In my humble opinion, take the PMBOK project management skill as bench mark, I still need a lot of enhancement. When I executed the project,simply concentrated on the determination and attitude of doing my best, and extend to the partners in the same project. The final result proved that we made it, this project was also granted “2010 Innovative System/Product Prize” from MOE.
Thanks to chairman of the board Mr. Lu, VP Mr. Lin, VP Li, thanks for their support to this e-book culture innovation industry and their inspiration to the project promotion. Without them, there will be no way to work out this project.

Fan Zhang, Project Management Professional, graduated from the School of Automation from Nan-King Normal University, and is currently working on his EMBA degree at Northwestern Polytechnic University (NPU). He is currently the chief technical consultant at Taiwan Solar Energy. His past experience includes Suntech, China Electricity Council, Saint-Gobain, Schneider, MAYDAN, Shenergy Group, (Shanghai), Yangtze River Pharmaceutical, DaTang, Huaneng Group, and Chin-Shan Nuclear Power Plant. 大家好!首先,感謝台灣國際專案管理師協會頒發這個獎項給我,很榮幸能夠獲得評委會的認可!當然還要感謝台灣矽能股份有限公司的同仁,支持和鼓勵我參與這個獎項的角逐,同時還要感謝我的推薦人。
<專案管理>是我工作以來,發現的一個非常有意義的管理方法學,<專案管理>讓我瞭解到世界發展中所有事情的共同規律,為我的事業指明了道路,也在我遇到問題時,幫助我找到解決之道。
我有幸曾工作於設計公司、工程公司、新能源企業、工業軟體開發公司,從事電力、工業自動化、資訊系統、新能源等等的專業工程建設。從業生涯中,我不斷面對一次性的事件,各類的風險對於以前的我來說,只能承受或者說“救火”,當接觸和學習PMBOK後,我突然發現了專案管理的“秘笈”,無論對於專案過程循環的描述,以及對相關知識的闡述,讓我終於看到如何防範風險並且循序漸進的、有計劃的完成一個未知的專案。我的一位培訓老師也在當初參與了PMBOK的編撰,在此感謝這些編寫PMBOK的先進們,為我們揭示了專案管理的奧妙!
我現在從事綠能產業,藉此機會,也呼籲大家能夠攜手共同保護我們的家園,支持發展再生能源,為我們的明天為我們的下一代保留一片藍色的天空。

I also want to thank all my colleagues at the Taiwan Solar Energy as well as my recommender, who supported and encouraged me to enter this contest.
Ever since I worked in this field, I learned that Project management is a very interesting management methodology. It enables me understand the common rules in the development of all matters in the world, provides direction for my career, and helps me find solutions when I encounter problems.
I was fortunate to have worked at design firm, engineering construction company, new energy enterprise, industrial software development company which gave me hands on experiences in the field of electric power, automation, IT and new energy industrial engineering implementation. During my past working experience, I continuously facing isolated incidents and in the past, I could only endure or “put the fire off” when problems occurred. After I learned about PMBOK, I suddenly discovered the “secret scroll” to the project management. Through it's comprehensive description on project life cycle and illustration to the project management knowledge system, I finally was able to prevent problems and progress to complete an uncertain project as planned. One of my trainers was one of the PMBOK editors and I want to extend my thanks to those who revealed the wonders of project management!
I am now working on green energy enterprise. I would like to use this opportunity to ask everyone work together to protect our home by supporting renewable energy, so we can have a better future and preserve the blue sky for our future generations. Finally, I would like to thank the review committee to recognize my efforts by granting me this award.

| 莊子壽服務台積電超過二十年,負責晶圓廠新建規劃、設計與工程專案,累積建造十六座晶圓廠房,無塵室面積達250,000平方公尺。期間,導入專案管理的技能,落實組織再造計劃。2005年起推行永續綠廠房行動,落實於新建廠房、既有廠房改善與內部教育訓練,積極轉化綠建築專業為公共財,與產業共享,推動企業社會責任的另一面向。
Mr. Chuang has been working in TSMC for over 20 years, and has been responsible for planning, designing and construction projects of wafer plants. He's also accredited with the establishment of 16 new wafer plants, with newly constructed clean room area of up to 250,000 square meters. Through the design and construction of these new plants, project management techniques were introduced, and reengineering plans were executed. Mr. Chuang also advocated the activities in Perpetual Green Facility since 2005 through areas of new construction, the improvement of existing facility, and internal training and education to promote the green construction into the shared social responsibility throughout the industry to the society. |

個人參與台積電建廠工程專案已經有十八年的時間,這期間除了新竹科學園區和臺南科學園區的新廠專案之外;我也很幸運的經歷美國華盛頓州、新加坡、和上海等建廠專案管理的歷練,對於工程專案管理的美麗與哀愁,有深刻的體驗。所以;我相信如何提升專案管理的知識和能力,會是這個領域所有工作人員共同關心的議題。
因此;感謝主辦單位社團法人台灣國際專案管理師協會舉辦這項選拔活動,讓所有在專案領域工作的人員,有機會貢獻並分享他們在專案管理上的方法或心得。
同時;我希望藉這個機會感謝臺灣大學土木系營建工程與管理組的老師和學長,在工程專案管理知識給我的教導和指導。 最後;我要將這份榮譽還給台積電新工處的所有同仁,一群在工地、真正成就一個個新廠的幕後英雄。 Thanks to the recognition from the review committee to TSMC fab construction project, also thanks to all the colleagues and vendors who participated fab 14, phase 4 construction project, for a job well done in the year of 2010.
Personally, I participated TSMC fab construction project for 18 years. During this period, besides Hsin-Chu and Tai-Nan Science park new fab projects, luckily, I also gone through the fab construction projects at Washington State (US), Singapore, and Shan-Hei (China). From this experience, I have very profound understanding to the bits and pieces of construction project management. Thus, I believe that how to enhance the knowledge and capability of project management, is the common concern for all the people in this field.
Therefore, thanks to IPTM for hosting this contest activity, give all the talented professionals in the project management domain an opportunity to contribute and share their methodology or thoughts in project management.
Meanwhile, I would like to appreciate the faculties and classmates from NTU Civil Engineering Department, Construction Engineering and Management Group, for all the teaching and guidance in construction project management know how you gave me.
Lastly, I owe this honor to all the colleagues at TSMC New Fab Project Engineering Division – you are the real hero behind the scene, who worked hard in the construction site and made up all these successful fabs.

從事綠建築工作,一路走來,始終如一。
如果讓我重新選擇一份能夠影響深遠、讓人一輩子懷念的工作,我想,我還是會義無反顧的投入綠建築的行列。
在得知獲獎的此一時刻,首先感謝主辦單位的用心,經由這項選拔,讓平日埋首於工作的傑出專案經理人有發光發熱的機會,並讓所有執行專案的經理人有個努力的目標。
人類在過去的一世紀裡,爲了工業與經濟發展,未能顧慮到對地球資源的濫用與對環境的破壞,建築業亦是如此;現在,我們亟需在人類需求與自然生態間,求取平衡之道,進而維持地球的永續發展。先進國家的建築設計重點,已經從以往單純的建築美學與功能導向,逐漸轉向永續性建築,思考如何以節能環保的設計手法,來減輕對環境的負擔…為此,我仍有著深深期許與希望。
個人有幸參與國內外多件大型綠建築專案,也深刻體認到運用專案管理模式套入綠建築專案執行流程,將可創造出超越預期的節能減碳成效。因此,面對未來更複雜的綠建築專案,也將繼續發揮PMP精神,成就更多成功綠建築案例。 最後,向所評審委員及長官表達最誠摯的感謝及不敢當,您們的肯定與鼓勵,將是督促我未來繼續奮鬥的動力與憑藉,也期待這個獎項,能夠成為專案管理界的諾貝爾獎、普立茲獎。 I chose to work in the green building industry - I remain on this path as I began my journey. If I were able to choose again a career that would result in long lasting impact and life long memory, I would still involve in the green building without second thought.
When I received the news about my award, I first would like to thank the sponsoring organization for its intent to provide all project managers a goal to work toward to. Through this competition, it allows those who bury themselves in work a chance to shine and glow.
In the past century, the human race ruined the environment and the buildings in the name of industrial and economic development without giving much thought on how to preserve the resources on earth. Now we desperately need to balance our needs and the nature’s ecology system in order to ensure the earth will continue its existence. The architect design focus of the developed countries have gradually shifted from simple aesthetic and function-oriented, to sustainable building that are environmentally friendly and energy-efficient. I still have high hope for this.
I have the good fortune to participate in many national as well as international large-scale green building projects. I recognized that by using the project management approach to handle the green building procedure, we could reduce the carbon dioxide beyond expectation. Therefore, for the future ever more complex green building projects, we could continue using the PMP’s approach to implement more successful green building project.
Finally, I would like to express my most sincere thanks to the review committee: your recognition and encouragement will be the driven force to guide my future endeavor and I hope that this award could be the equivalent of the Nobel prize or Pulitzer prize for the project management field.

| 蔡明堂至今在中鼎公司服務超過24年,最感到驕傲的是帶領國際團隊成功完成台灣中油公司北部LNG接收站工程,同時因為引進國內第一座地上型貯槽及巨型浮頂之技術而獲當年度工程師協會頒發之「工程特別獎」及建造品質良好而獲行政院公共工程委員會頒發之「金質獎」,此亦為中鼎公司及台灣中油公司第一次獲得此一殊榮,然此一成功皆歸功於永不放棄之理念及團隊合作。
Having been serving the CTCI Corp. for over 24 years, the most fulfilling experience to Mr. Tsai, the Senior Project Manager at CTCI, was the Construction Project of LNG Receiving station for CPC (Chinese Petroleum Corporation, Taiwan) in Northern Taiwan, which was the reason why Mr. Tsai was awarded with the Special Engineering Award by the Engineer Association and the Gold Award from the Engineering Committee from Executive Yuan (the first award received by CTCI and CPC from the Executive Yuan) for introducing the first above-ground petroleum storage tank and giant floating device technique. This success, however, was attributed to the ideology of team work and to never give up. This project has also allowed Mr. Tsai to lead the LNG team into the international market on similar projects. |

I felt deeply honored to be able to earn the recognition from the review committee as the recipient of the second Top Ten Outstanding Project Manager Award, because there are many excellent project managers in our company’s government network department who handle important governmental IT projects. Our Division Director Mr. Chung Ming often told us to take our work seriously, stay focus and be methodological, so we can advance from “work hard” to “work smart”. I took his words at heart and they became my belief toward work.
I met and worked with many government officials while working on this project. Their dedication and commitment to computerize the government operation made an impression on me: I am inspired to promote the paper-less service and we work together toward the goal for a “green earth.” More than the project manager, a successful project depends on the collaboration and contribution from the entire team and all the stakeholders. I am merely here to representing them to receive this award.

~幸運之神來敲門~
此次參選華人十大傑出專案經理人有幸入選,對我來說,真的是幸運之神來敲門。回想98年在行政院青輔會的一場會議上,聽Roger老師精彩的專題演講,真的是太棒了!尤其是NPO組織,正是最需要的,也在Roger的鼓勵下參加PMP中31班的培訓課程,在講師、教練指導,班代及同學們的相互鼓勵下,順利通過PMP考試取得證照,也因此能運用所學在基金會的會務運作下更加得心應手,而有幸加入台灣國際專案管理師協會的陣容。
記得半年前,當同仁拿第二封Roger力邀參加十專獎的信函,加上中31班代郭昇鑫學長之前就不定期的來電力邀及親自拜訪遊說下,我猶豫了許久,心想自己也曾是南投縣工商婦女企管協會的創會理事長,舉辦過南投縣第一、二屆十大傑出工商婦女選拔,不斷的宣導邀約就怕沒人來參加,那種心情與壓力,體會極深,雖然很多人到最後一天才會來投件,可是身為主辦單位,越接近截止日就會越有壓力,是責任?是使命?也因為自己曾是過來人的心情,再加上千禧龍青年基金會成立十年來一直默默支持的 陳建良教授鼓勵及推薦,而促成了此次的參選。
此次能當選,可說是無心插柳柳成蔭,特別要感謝Roger老師、台中分會長、中31班代、麗琇及漢卿老師等人的鼓勵與指導、基金會團隊的努力付出與協助,才有成功的案例可分享,這份榮譽是屬於大家的,感謝您們!
當選是榮譽,更是責任,期望未來能落實專案管理實務的運用,讓基金會的經營更上軌道,並能將之發揮光大,為社會盡一份微薄心力,利己利他。 I have the pleasure to become one of the “Ten Outstanding Project Managers (TOPM)”, to me, it is really an experience like Goddess of luck came to knock on my door. The story goes back to a meeting in 2009, Roger gave us an attracting lecture, it was wonderful ! Especially for Non-Profit Organization (NPO), that’s exactly what I need. With the encouragement of Roger, I participate the Tai-Chuang Class 31 PMP training. With the guidance of trainers and coaches, and the mutual inspiration, I successfully acquired the PMP certification. Therefore, I can apply what I learned in foundation operations, and have the honor become one of ITPM members.
About six months ago, with my colleague brought me the second letter from Roger to urge me participate TOPM, and with Class 31 Leader Mr. Kuo, Shen-Hsin's calling and personal visit for persuasion, after long thoughts and hesitation, since I have similar experience, I participated the TOPM contest. Since I have the similar experience, I can have the compassion for the hosting organization. This pressure is a burden, a responsibility, and a destiny. Another driving force is the encouragement and recommendation from Prof. Chen, Chien-Liang, who support “Millennium Dragon Youth Foundation” for the decade.
I have the honor to be elected as one of TOPM, special thanks to Roger, Tai-Chung Charter present, Class 31 Leader, Elly, and Trainer Han-Ching, for your encouragement and guidance, with the contribution and assistance of the Foundation team, thus made of this successful project case to be shared. This honors belongs to everyone, thanks you all !
To be recognized as outstanding is an honor, it is also an obligation. Hopefully, I can further implement the project management practice, to facilitate the Foundation operation. And I can further leverage this skill to feedback the society.

| 夏冠群於1988年獲得美國麻州伍士特理工學院土木工程研究所博士學位,並取得美國麻州基礎土木工程師註冊(EIT),而後進入美國康乃狄克工程顧問公司工作,進行大地開發之工作,之後又至美國華盛頓州擔任大地開發之工作,期間參與高爾夫球場開發案,金融商業區開發案,學校衛生工程設計等工程專案,於2002年回國後轉調至交通部國道新建工程局研發小組,曾參與「北二高碧潭橋之監控」案,目前則於國立高雄應用科技大學,擔任副教授,於教職期間曾協助光陽機車工業完成旗山測試跑道歐盟相關法規之認證工作,為國內機車測試跑道第一位通過歐盟認証之跑道,於2008年獲得高應大產學合作校內績優第二名。
Mr. Shiah, Guan-Chyun was granted Worcester Polytechnic Institute Doctorial Degree on
Civil Engineering Program in 1988. Then he acquired Engineer-in-Training (EIT)
registration at Mass., US., after that he worked for Connecticut Engineering Consulting
Firm, dedicated in land field development. Then he devoted in land field development
work in Washington State, during that period, he participated in golf course development
project, financial district development, and school Sanitary engineering design project,
etc. In 2002, he returned to Taiwan, and transferred to R&D group of Taiwan Area
National Expressway Engineering Bureau, Ministry of Transportation and Communications,
where he participated highway No.3 Bi-Tan bridge monitor project. Currently, he is
associate professor of National Kaohsiung University of Applied Science. During this
period, he helped KYMCO to acquire EU directives certification for it’s Chi-Shan Testing
Course, which is the first motorcycle test runway pass this certification. In 2008, he
won the second place in outstanding performance for industrial-academics corporation at
NKUAS. |

個人當初報名本屆十專獎之想法乃是因為肯定社團法人台灣國際專案管理師協會推動專案管理活動所做之努力,因此不揣淺陋的,將個人過去所做眾多專案中有關防災方面之計畫提出申請, 其用意不僅為宣導 "防災人人有責"之觀念,且期望拋磚引玉,有更多優良專案能提出做為典範. 很感謝舉辦十專獎之工作團隊及各位評審給與的鼓勵, 讓個人有信心繼續推動防災與環境保育方面之專案活動.
這次得佳作獎之專案為 "96年度強化高雄市地區災害防救計畫",參與此計畫之團隊有大學副教授、教授及研究生分別來自國立高雄應用科技大學-國立高雄師範大學-國立高雄第一科技大學-國立嘉義中正大學-逢甲大學-高雄醫學院及國立成功大學;計畫之主要工作內容有火災、地震、水災、坡地及毒化災等災害潛勢分析;製作防災地圖;擬定區公所之災害防救計畫;擬定強化高雄市地區災害防救計畫之內容;防救災演習及避難收容演習等。這個計畫的挑戰點在於須各領域專家協同工作,於有限時間內蒐集大量環境資料、彙集專家意見並與市府及區公所進行溝通。個人覺得PMP考試的價值在於透過考試的準備,使我更深刻了解專案管理之理論基礎;現在回想起以前所做過之專案,都可驗證任何之專案管理皆須有五大流程與九大知識領域。
專案之成功絕對是要靠團隊的努力,除要感謝高雄市府各局處、各區長及防災業務承辦人,今僅將此專案佳作獎歸功於團隊成員:郭昭吟教授、姚昭智教授、范嘉程副教授、唐雲明副教授、鄭錦桐教授--等等數十位教授,還有多位專任助理及學生之協助及所有協助計畫完成的人。 I participated this contest is because I recognized IPTM’s effort on promoting project management activities. Therefore, I presented disaster prevention related project in all my past works for promoting the concept of “it’s everyone’s obligation for disaster prevention". And I hope this can be a start to inspire more outstanding project as the role model. Thanks to the sponsor team and the reviewing committee, for your encouragement, make me can continue to promote project activities in disaster prevention and environmental protection.
This wining project is “To strengthen regional disaster prevention plan of Kaohsiung City (2007)”. The project team members are professors, associate professors and graduate student from National Kaohsiung Applied Science University, National Kaohsiung University, National Kaohsiung First Science and Technology University, National Chung-Cheng University, Feng-Chia University, Kaohsiung Medical University, and National Cheng-Kung University. Primary project tasks including fire, earthquake, flood, landslide and toxic chemicals disaster potential risk analysis, disaster prevention map construction, district office disaster prevention plan, strengthen Kaohsiung City disaster prevention project content, disaster prevention drill and disaster shelter drill … etc. The challenges for this project are: a project which requires multidisciplinary cross-field experts coordination, collect tremendous amount of environment data in a very short time frame, collecting comments and ideas from the experts and communicated to the city government officials and district office agency. Personal feel the value of PMP examine is through the preparation, make me in depth understand the fundamental project management theory. When I reflect all the projects been through in the past, they all can testify any project contain the 5 major process flows and 9 knowledge domains.
Successful project depends on teamwork devotion. I would like to thanks the support from Kaohsiung municipal government all departments, all district magistrates, and disaster prevent task coordinator. I would like to relay this honor to the team member: Prof.Kuo, Chao-Yin, Prof. Yao, Chao-Chi, Associate Prof. Fan, Chia-Cherng, Associate Prof.Tang, Yun-Ming, Prof. Chen, Jing-Tong … etc., and many more faculties and several assistants and students, and thanks to those who contribute to this project.

A project definitely is the common contribution of all the team members. Therefore, I appreciate all the companies which involved in this project: Shin Kong Financial Holding Co., Ltd. Owing to their commitment and devotion to the project resource, this project can be started up and be sustained successfully.
